Digging Beside a Pre-1990 BC Foundation? Test for Asbestos First

Perimeter drain, waterproofing or addition dig on a pre-1990 BC home? What to sample before the excavator arrives, and how it fits the schedule.

If your pre-1990 home is about to have an excavator working against the foundation, book the asbestos sampling before the dig, not after. Perimeter drain replacement, waterproofing and addition footings routinely disturb asbestos cement pipe, foundation coatings and mastics, and the interior work that follows almost always triggers a survey anyway.

This guide covers what exterior work can actually disturb, what is worth sampling, and how a survey slots into a contractor’s schedule without costing you the dig date.

What can an excavator beside the foundation actually disturb?

Four categories of material, and none of them are the ones homeowners think about. Asbestos gets discussed as an indoor problem (ceilings, flooring, drywall mud), so exterior work often gets planned as if the hazard stopped at the wall.

Here is what is actually in the trench and on the wall of an older Fraser Valley house:

  • Buried drain, sewer and service piping. Asbestos cement pipe, often called Transite, was a standard product for drain, waste and vent lines and building sewer connections.
  • Foundation dampproofing, parging and mastics. The tar or asphalt coating on the outside face of the wall, troweled cement parging, and the sealants and caulking around penetrations.
  • Cement board and panel below grade. Window well liners, skirting, and undersheeting at the grade line.
  • Buried construction debris. Backfill from a 1970s reno can contain shingles, sheet flooring offcuts and pipe cut-offs that nobody documented.

Then there is the work that follows the dig. Interior perimeter drains, sump pits cut through a basement slab, and patching the basement finishes afterward are all interior renovation, and they carry their own identification requirements.

Scale matters here. WorkSafeBC notes that there are over 700,000 homes in B.C. built before 1990 and that asbestos-containing materials may be present in more than 3,000 different building products. Health Canada’s guidance on building materials likewise lists insulation, exterior siding and cement products among the things that can release fibres if disturbed or removed during renovations. Exterior does not mean exempt.

Is asbestos cement pipe really in Fraser Valley drain and sewer lines?

It can be, and you cannot rule it out by looking at it. This is the single most commonly missed item on an excavation job beside an older foundation.

The paper trail is clear. Until the province moved to strip it out, the BC Plumbing Code still carried direct permissions for asbestos-containing products, including references to CAN/CSA-B127.1, “Asbestos Cement Drain, Waste and Vent Pipe and Pipe Fittings,” and CSA B127.2, “Components for Use in Asbestos Cement Building Sewer Systems.” The Building and Safety Standards Branch proposed removing all direct permissions to asbestos containing products from the BCPC for the 2018 edition. In other words, this material was code-referenced plumbing product in British Columbia, not an exotic outlier.

What makes it an excavation problem specifically is how it behaves once it is old and dry. WorkSafeBC’s information sheet on asbestos-containing pipes in underground works states that aged, failing pipes from which the binding materials have leached can be up to 80 percent asbestos, and that when pipes are decommissioned and the water that ran through them is removed, they collapse, fracture and degrade into small pieces, becoming friable asbestos. That guidance is written for municipal projects, but the material does not behave differently because it is on a residential lot. An excavator bucket through a brittle asbestos cement line is a fibre release, not a broken pipe.

Two honest qualifiers. First, plenty of pre-1990 Fraser Valley perimeter drains are clay tile or concrete, and those are not asbestos. Second, you will not know which one you have until someone exposes a section and, where the material is suspect, samples it. CCOHS puts it plainly: you cannot tell if a product contains asbestos just by looking at it, and the only way to tell is laboratory analysis.

Does WorkSafeBC require a survey for work outside the house?

It depends on what the work is, and the distinction is worth understanding because contractors and homeowners often argue past each other on it.

Section 20.112 of the Occupational Health and Safety Regulation requires that, before demolition, salvage or renovation of a building or structure, employers responsible for the work and the owner ensure a qualified person inspects the site to identify hazardous materials. A pure trench with no work on the structure is arguably not “renovation.” But Part 6 of the same Regulation attaches to asbestos itself, wherever workers may be exposed: inventory of suspect materials, risk classification before work starts, and control of friable asbestos by removal, enclosure or encapsulation. Owners and prime contractors carry duties under that Part too.

Two more things to keep straight. Since January 1, 2024, asbestos surveying in BC requires WorkSafeBC’s Level S certificate, and abatement contractors must hold a WorkSafeBC licence to operate, requirements enabled by Bill 5, passed in 2022. What should you actually sample before the dig?

Sample what the excavator and the crew will touch, which on an exterior job is a short and specific list. A scoped pre-renovation survey is built around the work, not around the whole house, which is why exterior scopes are cheaper than full surveys.

A certified surveyor takes multiple representative samples and determines how many are needed for each material, because a single sample from one end of a foundation wall does not represent a coating that may have been applied in stages. If your project is narrow, for example one exposed section of pipe and nothing else, a single-material asbestos test can answer one question on its own. Indicative Fraser Valley pricing as of 2026 runs roughly $100 to $150 for a single material and $350 to $600 for a scoped survey, which is worth comparing against the cost of a stopped excavation.

How does testing fit a contractor’s schedule?

Better than most people expect, as long as it happens at the quoting stage rather than the morning the machine shows up. The sequence is short:

  1. While you are collecting excavation quotes, book the sampling visit. Nothing about it depends on choosing a contractor first.
  2. The site visit runs roughly 30 to 60 minutes for a typical exterior scope, including exposing a small section of the drain line by hand where access allows.
  3. Lab turnaround is generally 24 to 72 hours by polarized light microscopy at an accredited lab, with rush options available at higher cost.
  4. The written report goes to your contractor before mobilization, so the crew prices and plans the job knowing what is in the ground.

That order matters because excavation is its own trade with its own sequencing, weather windows and equipment bookings. If the underlying problem is a failed drain and you are still scoping the job, perimeter drain replacement in the Fraser Valley is worth pricing on its own terms, with the sampling booked to land ahead of the dig date rather than scrambling to catch up to it.

What happens if the excavator hits it first?

Work stops, and the cost profile changes immediately. This is the scenario the whole exercise exists to avoid.

Once friable asbestos is in play, the Regulation requires it to be controlled by removal, enclosure or encapsulation, and removal must be done by a WorkSafeBC-licensed abatement contractor. Backfilling over the problem is not an option: WorkSafeBC’s guidance states directly that reburying asbestos-containing pipes in soil does not effectively encapsulate or enclose the asbestos, and that degrading pipe must be removed from the work area and disposed of appropriately, in sealed and labelled containers.

The job then ends with written confirmation from a qualified person, following a final inspection, that the material was safely contained or removed. Where air sampling was conducted, those results are included. Air clearance is standard practice on higher-risk scopes and is not universally required on every job, so ask what applies to yours before you assume either way. The stakes are not theoretical. WorkSafeBC reports 1,112 accepted workplace deaths related to asbestos between 2002 and 2021, and describes asbestos exposure as the number one killer of workers in B.C.. Most of those exposures happened on ordinary jobs where nobody expected to find it.

Frequently Asked Questions

Do I really need an asbestos test just to replace a perimeter drain?

Not automatically, but you should find out before the trench opens. The question is whether the work will disturb suspect material: buried asbestos cement pipe, a tar or troweled coating on the foundation wall, or cement panel below grade. On a pre-1990 house those are all plausible, and none of them can be ruled out by eye. A short scoped survey answers it in a couple of days for a few hundred dollars.

How can I tell if my buried drain or sewer pipe is asbestos cement?

You cannot tell by looking, and neither can your excavator operator. Asbestos cement pipe looks like ordinary grey cement pipe, and clay tile and concrete pipe of the same era look similar once they are covered in soil. CCOHS is blunt about this: the only way to know whether a product contains asbestos is laboratory analysis. A surveyor exposes a small section, takes representative samples, and the lab settles it.

Can the contractor just break the old pipe up and bury it in the backfill?

No. WorkSafeBC's guidance on asbestos-containing pipes states that reburying them in soil does not effectively encapsulate or enclose the asbestos, so degrading pipe must be removed from the work area and disposed of appropriately. Asbestos waste has to go into sealed, labelled containers and be disposed of under the Occupational Health and Safety Regulation. Burying it also leaves a known hazard on title for the next owner or the next dig.

How much time does testing add to an excavation schedule?

My house was built in 1993. Does any of this apply to me?

Possibly, and the build year alone does not settle it. In BC, 1990 is a risk-screening trigger, not a legal exemption: the identification duty attaches to work that may disturb hazardous materials, not to a date. Newer homes usually clear that step quickly because far fewer suspect materials exist, but buried pipe and foundation coatings can predate the house if the lot was previously developed.
