Before framing starts in a pre-1990 BC basement, have a qualified person sample what the work will disturb: old vinyl or lino tile and its black mastic, panelling adhesive, drop ceiling tile, textured ceiling coat, drywall joint compound, and the duct wrap, pipe insulation and boiler insulation in the mechanical room.

What in a pre-1990 basement actually needs testing?
The materials that matter in a basement are not the ones that get discussed. Asbestos coverage focuses on attics and popcorn ceilings, so basement finishing gets planned as if the hazard lives upstairs. WorkSafeBC’s manual Safe Work Practices for Handling Asbestos (BK27) sorts asbestos-containing materials by building area, and three of its categories map almost exactly onto a basement scope: flooring, walls and ceilings, and heating (HVAC) and ducting.

On the era column, BK27’s framing is blunt: “Until 1990, it was regularly used in a large number of building products, including ceiling texture, drywall mud, flooring, and attic insulation.” In practice the install date matters more than the build date. A 1978 rec room inside a 1952 Chilliwack house is a pre-1990 install, and so is the tile that crew laid over the original floor without removing it.
None of it can be settled by eye. CCOHS is direct about this: you cannot tell if a product contains asbestos just by looking at it, and the only way to tell is laboratory analysis. That applies as much to a beige floor tile as it does to a pipe wrap.
Why does the mechanical room get its own attention?
Because it is usually the only place in the house where friable material sits in the open, and basement plans almost always touch it: boxing in the furnace room, moving a duct, adding a return, relocating a hot water tank.
BK27’s heating and ducting list names furnace duct tape, furnace and boiler insulation, pipe (mechanical) insulation, hot water tank insulation, mastic, asbestos rope and gaskets, asbestos cement board, and asbestos cardboard insulation. That is nine distinct suspect materials in one small room.
The risk difference matters. Most basement materials are non-friable, with the fibres locked in a solid matrix until something aggressive happens. Thermal system insulation frequently is not. WorkSafeBC describes friable material as appearing “chalky, with a firm surface in preformed, fitted sections (placed around pipes as insulation), or in some ceiling tiles,” and Part 6 of the OHS Regulation requires friable asbestos-containing material in a workplace to be controlled by removal, enclosure or encapsulation.
Practical version for a basement plan:
- Say what you are doing to the mechanical room when you book the survey. Boxing it in, moving a duct and leaving it alone are three different sampling scopes.
- Look up before you look down. Pipe wrap that has shed onto a drop ceiling grid is a common finding, and it changes how the ceiling comes out.
- Include the hot water tank and the old boiler, even if they are being replaced rather than renovated. Dismantling them is the high-risk activity, and cutting into a pipe elbow yourself to grab a sample is exactly the disturbance the survey exists to prevent.
Why does the survey happen before demolition, not after?
Because the regulation is written that way, and because the alternative is a stopped job. Section 20.112 of the OHS Regulation requires that before work begins on demolition, salvage or renovation of a building, all employers responsible for the work and the owner must ensure a qualified person inspects the building and the work site to identify hazardous materials.
BK27 sets that out as ten steps: step one is that a pre-1990 house is to be demolished or renovated, step two is retaining a qualified person to perform a risk assessment and asbestos survey before conducting work where asbestos may be disturbed, and sampling is step three.
The consequence of getting the order wrong is in the same manual. If asbestos is unexpectedly encountered during demolition, in a wall or other concealed space missed during inspection, work must cease until a qualified person has conducted a risk assessment and control measures are in place. In basement terms, that is a crew standing down mid-teardown with your rec room open to the house.
WorkSafeBC notes there are over 700,000 homes in B.C. built before 1990, and that asbestos-containing materials may be present in more than 3,000 different building products. How many samples does a basement survey actually take?
More than one per room, and the count is set by the material type rather than by your square footage. BK27’s bulk sample collection guide gives minimums that a certified surveyor works from:
- Surfacing materials, including textured coatings and drywall mud: at least three samples of each type for an area under about 1,000 square feet, and the mud is sampled on its own, not with the drywall or the tape.
- Ceiling tiles: at least three samples for the same area band.
- Flooring, including sheet flooring and floor tile: at least one sample per flooring type in each room, and one from each layer of flooring. Layers are the point. BK27 notes that multi-layered materials, such as multiple layers of old tile and linoleum, are commonly encountered.
- Mechanical insulation, including duct taping, pipe insulation, elbows and boiler or tank insulation: at least three samples, collected through all layers down to the pipe or vessel.
- Mastics and putties: at least three samples. This is the row that catches the black adhesive under the tile and the glue behind the panelling.
Note that the black mastic is a separate material from the tile above it and gets its own samples, so “we already tested the floor” is not always the same as testing the floor.

How does testing fit a basement finishing schedule?
Ahead of the trades, not between them. The workable sequence for a Fraser Valley basement:
- While collecting contractor quotes, book the sampling visit. It does not depend on choosing a builder first.
- The site visit runs roughly an hour for a typical basement scope, including the mechanical room and any layered flooring.
- Lab turnaround is generally 24 to 72 hours by polarized light microscopy at an accredited lab, with rush options at higher cost.
- The written report goes to the builder before demolition, so framing, electrical and HVAC get priced against known conditions.
Deal with water before you deal with wood. There is no sense framing over a wall that still takes water every November, so if the basement has a moisture history, get perimeter drain replacement priced and fixed first, and book the survey into the same window so the excavation and the sampling visit are not competing for the same week.
Confirm permits early too. The City of Abbotsford’s building permit page lists a short set of exemptions covering fixture replacement, siding, gutters, shingles, painting, flooring and cabinetry, and directs anyone unsure to the Building Bylaw or the building department. Framing new walls is not on that list, and specifics vary between Abbotsford, Chilliwack, Mission and Langley, so check with your permit desk rather than assuming.
Finally, check qualifications before anyone samples. Since January 1, 2024, WorkSafeBC requires asbestos abatement contractors to be licensed in BC and anyone performing abatement work to be trained and certified. Surveyors need the Level S certificate, which is the level that authorizes performing asbestos surveys. Those requirements were enabled by Bill 5, 2022: Workers Compensation Amendment Act.
Get the basement sampled before the framing gun shows up
A basement survey is the cheapest step in the project and the only one that has to happen first. Sample the floor and its mastic, the ceiling, the walls and the mechanical room, then build against a known scope.

Do I really need an asbestos survey just to finish a basement?
If the work will disturb existing materials in a pre-1990 house, yes. Section 20.112 of BC's OHS Regulation requires a qualified person to inspect and identify hazardous materials before renovation work begins, and framing a basement almost always means pulling old flooring, opening walls for wiring, or cutting into a ceiling. A bare, never-finished concrete basement with nothing to remove is the one common exception, and even then the mechanical room usually still needs a look.
The old tile is under carpet and we are not removing it. Do we still sample it?
Usually yes, because framing rarely leaves a floor alone. Bottom plates get fastened through the slab, which means drilling or shooting through whatever is on top of it. WorkSafeBC classifies using power tools without water or dust controls to cut or drill through asbestos-containing material as high-risk work, and notes that vinyl asbestos tile can become friable when handled aggressively. Sample the tile and the black mastic under it before the hammer drill comes out.
Does the drop ceiling in the rec room need testing too?
The tiles do, and so does whatever is above them. Ceiling tiles are on WorkSafeBC's bulk sampling list at a minimum of three samples for a typical basement area, and removing part of a false ceiling to get at a work area is classed as moderate-risk work when friable debris is likely sitting on top of the tiles. That debris is common in older basements where pipe insulation has shed onto the grid.
Is the mechanical room included in a basement survey?
It should be, and it is often the highest-risk part of the job. WorkSafeBC lists furnace duct tape, furnace and boiler insulation, pipe insulation, hot water tank insulation, mastic, and asbestos rope and gaskets as asbestos-containing materials found in heating and ducting systems. Repairing, altering or dismantling any part of a boiler or furnace containing asbestos insulation is classed as high-risk work, so tell the surveyor if the mechanical room is being moved or boxed in.
How much time does a survey add to a basement project?
