Cutting a Pre-1990 Basement Floor? Test the Flooring First

Sump pits, interior drain tile and basement bathrooms all break up the slab. Why the old floor tile and adhesive under it need sampling first.

Short answer: before a sump pit, interior drain tile or basement bathroom breaks up the slab in a pre-1990 Fraser Valley home, the flooring and the adhesive under it should be sampled. Vinyl floor tile and the black cutback adhesive beneath it are both on the suspect list, and cutting concrete is one of the most dust-generating jobs in a house. Testing one material costs about $100 to $150 and takes one to three business days.

Why does a sump pit turn into an asbestos question?

Because the pit does not go in the middle of a bare floor. It goes through whatever finish is already down there, and in a pre-1990 basement that finish is frequently tile and adhesive from an era when both routinely contained asbestos.

The work itself is the problem. A sump pit means saw cutting a square metre or so of slab and breaking it out. Interior perimeter drain tile means cutting a channel around the entire basement floor edge. A basement bathroom rough-in means trenching to the main line. All three grind through the floor covering on the way down, and grinding is the one action most likely to release fibres from a material that would otherwise sit there harmlessly for another forty years.

Health Canada makes that distinction plainly in its guidance on asbestos and your health: asbestos may be found in products that are tightly bound, such as cement piping or vinyl floor tiles, and there are no significant health risks while those materials stay intact and in good condition. The same guidance notes that fibres may be released if these products are cut or damaged. A concrete saw is the definition of cut or damaged.

What is actually on a pre-1990 Fraser Valley basement floor?

Usually more layers than people expect, and each layer is its own material with its own lab result. Ontario’s guide to its asbestos regulation publishes a sample list of suspect asbestos-containing building materials that is widely used across Canada as a starting point for what a surveyor looks at. Several entries on it live on basement floors.

The row people miss is the adhesive. It is easy to assume that once the tile lifts, the job is done, but the black residue welded to the slab is its own product with its own asbestos history, and it is the layer a grinder attacks directly. WorkSafeBC’s homeowner guidance is worth reading on how a survey report should read: it should list sampling locations and the materials collected, naming them individually, such as drywall or floor tile, rather than describing a room in general terms.

One more detail specific to older Fraser Valley basements. Where a basement was finished, re-finished and finished again across sixty years, the original 1960s tile is sometimes still down there under a levelling pour, with newer flooring on top. A saw cutting to full slab depth passes straight through the buried layer. Nobody knows it is there until the cut is open.

Does the regulation actually cover cutting a floor?

It does, and the wording is more specific than most homeowners expect.

Section 20.1 of WorkSafeBC’s OHS Regulation Part 20 defines demolition as the “tearing down, destruction, breakup, razing, or removal of the whole or part of a building or structure.” Breakup of part of a structure is a fair description of removing a section of basement slab.

Section 20.112 then requires that before demolition, salvage or renovation work begins, all employers responsible for the work and the owner must ensure a qualified person inspects the building and the work site to identify hazardous materials, a category the section defines to include asbestos-containing material. That phrase, and the owner, is the one to sit with. The duty is not purely the contractor’s to discharge on your behalf. It attaches to you as the homeowner too.

Note what the section does not contain: a year. There is no clause exempting post-1990 construction. The 1990 date that everyone repeats is a risk-screening presumption, and a useful one, because HealthLink BC confirms that a home built before 1990 is more likely to contain asbestos. It is not a legal cutoff. Pre-1990, presume and sample. Post-1990, the scope is usually much lighter, and the surveyor makes that call rather than the calendar.

Since January 1, 2024, that surveyor has to be certified. WorkSafeBC’s homeowner information sheet states that asbestos abatement contractors must be licensed to operate in B.C. and workers performing abatement work must be trained and certified, and it points homeowners at the published list of licensed companies. What does testing the floor cost, and how long does it hold up the job?

Less than people fear on both counts, as long as it happens before the crew is booked rather than after they arrive.

Those are indicative Fraser Valley market estimates as of August 2026, not quotes, and the number that matters is the all-in figure a company gives you before sampling starts.

Set against the drainage work itself, this is a rounding error. Adding a sump pit and pump typically runs $2,500 to $6,000, and a full perimeter drain replacement on a typical BC home runs $15,000 to $30,000. A $100 test that prevents a stopped job is the cheapest insurance on the project.

The sequencing is what saves money. Book the sampling while you are still collecting drainage quotes, not the week the excavator is scheduled. Results land in one to three business days, which fits comfortably inside the time it takes to compare bids. What should you ask before the crew shows up?

Five questions, and they take about two minutes on the phone.

  1. Will this work break, cut or grind the existing floor covering? If yes, everything below applies. If the pit lands on bare concrete, it may not.
  2. Has a hazardous materials survey been done for this scope? Section 20.112 makes this a shared duty. Someone has to be able to answer it.
  3. Who is doing the sampling, and are they certified? Since January 2024 that is a documented qualification, not a claim.
  4. Is the lab accredited, and will I get the original lab results? WorkSafeBC’s guidance is that the report should include the original laboratory results, not just a summary. It also notes that anything reported as “less than 0.5%” or “trace” must be treated as asbestos-containing unless further lab methods pinned down the exact percentage.
  5. What happens to the schedule if a result comes back positive? Better to have that conversation now than on day one of a dig.

Worth knowing before you start pricing the drainage side: whether the pit goes inside at all is its own decision, and it depends on your lot, your foundation and where the water is actually coming from. Frequently Asked Questions

Does cutting a basement floor really count as renovation under WorkSafeBC rules?

Yes. Section 20.1 of the OHS Regulation defines demolition to include the breakup or removal of the whole or part of a building or structure, and a concrete slab is part of the structure. Section 20.112 then requires a qualified person to inspect for hazardous materials before that work starts. Saw cutting and jackhammering a slab with old tile and adhesive on it is exactly the scenario the section was written for.

Are all 9 by 9 inch floor tiles asbestos?

No, but the size is a useful clue rather than an answer. Nine inch tiles were the dominant format during the decades when vinyl asbestos tile was standard, so surveyors treat them as suspect. HealthLink BC is direct that you cannot always tell by looking whether a material contains asbestos, and the black adhesive underneath is a separate material that has to be sampled separately from the tile.

The tile is under the concrete, not on top of it. Does that change anything?

It changes the plan, not the requirement. On some Fraser Valley homes an older slab was topped with newer concrete or levelling compound, so the original flooring sits buried in the middle of what the saw will cut through. That is harder to sample and more important to know about, because nobody sees it until the cut is already open and the dust is already airborne.

Can I just wet the floor down and cut it myself?

Wetting suppresses dust and is genuinely useful, but it does not make an unknown material a known one, and it does not satisfy the identification duty that section 20.112 places on the owner as well as the contractor. Wet cutting also produces slurry that carries whatever was in the material into the rest of the basement. Sample first, then decide how the work gets done.

How much does this add to a sump pit or interior drain job?

Usually a single material test at roughly $100 to $150, or $350 to $600 if the survey covers the wider basement renovation rather than one floor. Lab turnaround is typically one to three business days, and rush analysis adds about $75 to $150. Against a sump system at $2,500 to $6,000 it is a small line item, and it is far cheaper than stopping a job halfway through.
